Regional Requirements

United States

US Customs and Border Protection (CBP) requires proforma invoices to include:

  • The name of the port of entry
  • Seller's name and address
  • Buyer's name and address
  • Detailed description of merchandise in English
  • Quantities with weights and measures
  • Purchase price in the currency of the transaction
  • Country of origin for each item
  • Any charges not included in the invoice price (commissions, packing costs, royalties)

US proforma invoices do not require a specific format but must contain enough information to complete CBP Form 7501 (Entry Summary).

European Union

EU customs (regulated by the Union Customs Code) require:

  • EORI number of the importer (if known)
  • HS codes at the 8-digit CN level (Combined Nomenclature)
  • Country of origin
  • Customs value calculated using the CIF method
  • Weight in kilograms
  • Number and type of packages

The EU also recognizes the UN Layout Key as a standard document format, though it is not mandatory for proforma invoices.

United Kingdom

Post-Brexit, HMRC requires:

  • Commodity codes (8-digit or 10-digit)

  • Value in GBP or the transaction currency

Asia-Pacific

China: Chinese customs require detailed product descriptions in both English and Chinese (or provided by the Chinese importer). HS codes must match China's customs tariff schedule.

Japan: Japanese customs accept proforma invoices for non-commercial goods. For commercial imports, a commercial invoice is mandatory.

India: Indian customs require proforma invoices to include the IEC (Import Export Code) of the Indian importer, along with HS codes per the Indian Customs Tariff.

Currency Formatting

  • Always state the currency code (USD, EUR, GBP) — never just a symbol ($, €, £) as these are ambiguous
  • Use the buyer's preferred currency or an internationally traded currency

  • Align decimal points and use consistent notation (50,000.00 or 50.000,00 depending on convention)
